Dr. Carter will share the many experiences he has gained over the past 40 years in the emergency service world. This program will help you to acquire and improve the many skills so necessary to success in the operation and administration of your volunteer or smaller combination fire department.

The Decline and Fall of the Volunteer Fire Service?
Dr. Carter will discuss the major findings of his critical research into the problems with retaining members of the volunteer fire service. He will discuss the leadership, economic, organizational, personal, and interpersonal problems which are causing many people to vote with their feet and leave the volunteer fire service.

ABOUT DR. HARRY CARTER:

Dr. Harry R. Carter, MIFireE, CFO, is an internationally-known municipal fire protection consultant, author, lecturer, and veteran fire officer. He currently serves as a fire commissioner and is Chairman of the Board of Fire Commissioners for Fire District #2 in Howell Township, New Jersey. Dr. Carter has also served on the adjunct faculty of a number of community colleges in New Jersey, as well as the National Fire Academy in Emmitsburg, Maryland.
He has been a contributing editor for Firehouse Magazine since 1990, and is a frequent participant at their Firehouse EXPO in Baltimore, Maryland. His weekly commentary appears on the front page of Firehouse.Com as well as on this website. He also serves as a contributing editor for the Pennsylvania Fireman, and as a national correspondent for 1st Responder Newspapers.
He retired in 1999 as a Suppression Division Battalion Commander with the Newark Fire Department in New Jersey. During his tenure in Newark, he served as Chief of Training, Commander of the Hazardous Materials Response Team, and Administrative Assistant to the Fire Chief. He is also a past Fire Chief and former Training Officer of the Adelphia Fire Company, located in the Adelphia section of Howell Township, New Jersey. He currently serves as Chaplain.
